Outline: The fact that compliance burden acted as a deterrent on many CSOs shows that in a sum towards democratic regulation of CSOs the state overstepped in interventions leading to loss of ground-level connect of these NGOs. → The diverted resources of time and effort to comply have counted against participatory democracy. → The rules ex: FCRA is a part of statutory approach rather than promoting procedural transparency which is entailed to ensuring accountability.
