Recently, there have been many cases regarding advisory reservation of bills in state legislatures by Governors as a means to create obstacles for the elected government. Eg: Tamil Nadu Bill - According to the Constitution, the Governor can reserve any bill of the state legislature for the consideration, especially in case of bills: - Class of bills - bills on a concurrent subject. - If Governor feels that the bill endangers the federal structure of the state.

The provision is controversial because it gives the Governor almost infinite powers to reserve any bill and not as a pocket veto. Reforms suggested by Punchhi Commission: (1) Governor should be independent of party political bias. (2) CJI should be consulted before appointing Governor to study ensure cooperation & federation.

However, by the act of realignment, a lot of agricultural lands has to be acquired, thereby causing a considerable financial burden on the government, and also the displacement of the farmers. As if this is not enough, it will involve cutting down of a large number of trees denuding the area of its green cover. Faced with this situation, what will you do?
