Enumerating the existing measures to counter bio-terrorism in India, highlight the need for a bio-terrorism law.

Need for bio-terrorism law: 1. To fix accountability of the guilty - Bio-terrorism can be a disability weapon in the hands of non-state actors like Hijab Mujahideen, etc. 2. Bio-terrorism can be a disastrous weapon in the hands of non-state actors - it is very difficult to control once unleashed and management becomes the only option. 3. India is a very populous country with high population density (329/lakh) - it is very vulnerable to such attack. 4. India is surrounded by dubious state and non-state actors in present geopolitical context and thus it becomes very necessary to keep our guards up against any possible onslaught disaster.
